Role Purpose

Responsibilities
Government Liaison
Act as the primary interface with:
Ministry of Petroleum and Natural Resources
Oil and Gas Regulatory Authority (OGRA)
Pakistan Petroleum Exploration and Production Companies Association (PPEPCA)
Federal Board of Revenue (FBR)
Environmental Protection Agency (EPA)
Public Procurement Regulatory Authority (PPRA)
Foster relationships with government authorities and provincial ministries to establish effective communication.
Policy Advocacy
Monitor, analyze, and interpret emerging government policies.
Provide timely feedback and develop advocacy strategies to influence policy decisions.
Stakeholder Engagement
Organize outreach programs, workshops, and meetings with government stakeholders.
Collaborate with industry associations to promote joint initiatives on regulatory matters.
Work with senior management to develop responses to policy changes and government directives.
Compliance and Regulatory Oversight
Obtain necessary licenses and approvals from local and federal government bodies.
Address compliance issues, regulatory changes, and disputes in collaboration with legal teams.
Crisis Management
Resolve conflicts with government entities arising from operational activities.
Develop crisis management protocols to mitigate disruptions and ensure business continuity.
Training and Development
Train internal teams on government regulations and compliance requirements.
Mentor junior staff to enhance the organization’s capacity for government engagement.
Qualifications and Skills
Educational Requirements
A minimum of 16 years of education, preferably a Master’s degree in:
Public Policy
Law
Business Administration
Public Administration
Or other relevant qualifications
Professional Experience
At least 8 years of experience in government relations, public affairs, or advocacy within the oil and gas/petroleum sector.
A minimum of 5 years of functional experience in a similar or senior-level role.
Proven understanding of the regulatory framework governing Pakistan’s petroleum industry.
Key Skills
Strong knowledge of petroleum sector challenges, including production and regulatory frameworks.
Excellent negotiation, communication, and interpersonal skills.
Proficiency in Microsoft Office Suite and relevant research tools.
